Getting the AWBI Animal Caretaker card is easy. The minimum age is 15 years.
How to get the card
- Download the one-page application form and fill it in.
- Enclose: 2 passport sized photos and 2 stamp sized photos, plus a copy of your ID (e.g. Voter ID, Aadhar Card, Ration Card)
- Send it to Animal Welfare Board of India, (Ministry of Environment and Forests, Govt. of India), Post Box No. 8672 13/1, Third Seaward Road, Valmiki Nagar, Thiruvanmiyur, Chennai 600 041

What’s the purpose of the card?
Although the card doesn’t give you any additional legal rights or status, it does validate your absolute right to feed street dogs under the Constitution; the Prevention of Cruelty to Animals Act, 1960; and the Indian Penal Code (sections 428 and 429). It can be useful to show in case anyone harasses you or complains about you feeding street dogs. It will make them think twice before they harm any dog or harrass your further. It shows that what you’re doing is legal and in line with the Indian Constitution’s fundamental duty for all citizens “to show compassion to all living creatures.” And if you have to report a case to the police, it will show the police that you’re serious about what you’re doing and that may encourage them to take your complaint seriously.
